Cheltenham Golf Club is a not-for-profit sporting club that have occupied, maintained and improved the land for the benefit of golfers and the community since the 1930’s.

Today’s membership stands at more than 680, and thousands of green fee players enjoy playing the course each month. The club also has a long history with men’s and women’s pennant.

The Cheltenham Golf Course (CGC) site includes a clubhouse, car park and 9-hole golf course. The clubhouse and part of the car park is owned by the Club, on freehold land. The 9-hole golf course and part of the car park is situated on Crown Land, reserved for use as a public park.

Cheltenham Golf Club’s current lease for the Cheltenham Golf Course does not expire until 2030. However, a new lease needs to be agreed to provide the long-term lease stability needed to facilitate the capital investment required to address the current errant golf ball safety concerns.

The remaining term of the current lease would be surrendered upon formation of a new 21-year lease term.

Implementation of the Club’s proposed capital works program will result in enhanced safety, reducing the risk associated with errant golf balls along the property boundaries. Cheltenham Golf Course provides a value for money golfing option. Further investment into the course will support ongoing community benefits provided by golfing activities. There are significant social and physical health benefits associated with playing golf, which provides an outlet for relaxation and exercise, actively supporting community wellbeing.

The course will remain a public par 36 course, however, accommodating the proposed changes to mitigate errant golf balls would mean alterations to the 8th and 9th holes, reversing the play on each hole.

The Club is also looking at ways to minimise risk of stray golf balls on the 5th hole, which impacts nearby properties and sporting facilities.

The Club is currently awaiting designs and plans for reducing the height of the 5th tee and has committed to obtaining proposals for fencing improvements. The Club aims to implement the fencing recommendations based on risk assessment advice. Given the expected high cost of these works (up to $1.5M), works would be delivered within a 2-3 year timeframe to pay off the cost over this period.

In June 2025 the Club engaged an arborist to undertake the survey and management plan for the entire course, with each tree individually inspected. The key objectives included identifying and assessing the trees; developing a management plan suitable for use by the Club, its staff and contractors; developing priorities for tree maintenance; identifying tree species and any particular tree issues.

The survey assessed 633 individual trees with each of the trees examined in the field by professional arboricultural consultants. The tree management plan has outlined tree work priorities for the next two years with approximately 100 trees ranked according to risk requiring some form of maintenance. The works implemented during this period will improve the safety, health and aesthetics of the natural environment.

The tree management plan will allow course management to establish a realistic maintenance budget commensurate with the value of the tree resource and address any immediate high-risk issues.

Reporting against the effective management of trees will be a requirement under the lease.

Council currently receives rental of $69,994 per annum (plus GST) for the golf course site.

The proposed lease commencing annual base rent will be $46,000 GST inclusive. Proposed assignment of the Telstra Mobile Tower Lease to Council will contribute an additional current rental of $33,000 per annum. This creates a total commencing annual income to Council of $79,000 from the site.

Rent escalation of CPI p.a. would apply to the Club’s lease.

The Club’s proposal also includes capital investment of $840,000 to $1.75M in the Golf Course to mitigate stray golf balls and $150,000 over 5 years to implement the Tree Management Plan. All structural and vegetation management, maintenance and renewal costs will be paid by the tenant.

If Council does not progress the lease proposal and defers consideration until the current Cheltenham Golf Course lease expires in 2030, it will impact Cheltenham Golf Clubs ability to financially commit to the levels of required capital investment to address the current errant golf ball safety concerns.
