Lifesavers spend many hours providing a patrol over summer for the benefit of the community. To do this they have to be physically fit = training. They have to hold awards = Bronze Medallion, First Aid, CPR and more - all delivered by volunteers who have to have additional awards. Then there is the Nippers program to educate children how to be safe in an aquatic environment and what to do in an emergency and to become our future lifesavers. Why are they a Group 3 rent payer?

Thanks for your question, group 3 community rental is based on the capacity of a group to provide some support to the ongoing management of the facility. Council supports the great work of the life saving clubs and is showing this through the major capital contribution and also responsibilities related to the ongoing costs associated with maintaining the facility over time. Under the existing lease the club has full responsibility for the building including ongoing maintenance. In this instance the club has capacity to raise income to provide some contribution to the upkeep of the facility hence the categorisation. The rental proposed is a small contribution to the costs associated with maintaining the new building and will significantly reduce the burden on the club for ongoing maintenance. The new facility will also offer greater opportunities for the club to generate revenue to support its programs, purchase equipment and provide a significantly improved environment for its volunteers compared to the existing facility.
Did council opt to use their own policy (Lease and Licence Policy, 2018) and ignore the state policy (Occupation and use of Crown land by lifesaving clubs in Victoria, 2019) because this facility is on council land?

Thanks for your question, there is no inconsistency between Council’s Lease and Licence Policy 2018 and the Occupation and use of Crown Land by lifesaving clubs in Victoria 2018 policy. The State policy includes provision of a community rental but does not prescribe an amount. As such, Council has calculated the rental in accordance with its policy, being the Group 3 community rental. Whilst the State policy does not directly apply to Council owned land, it has been considered in the setting of rent which has been applied in accordance with Council policy as it applies to Group 3 tenants. This category applies to community groups that have some capacity to support the upkeep of the community facility they occupy through ability to raise funds. The rental proposed is a small contribution to the upkeep of the new facility and the rent proposed significantly reduces the burden on the club for costs associated with ongoing maintenance.
What is the rental difference in % from the rent pre and post build?

Thanks for your question, the current expired agreement which dates from 1984 has a rent of $223.64. This agreement requires the club to have all responsibility for the building, including maintenance costs and renewal. The new life saving pavilion has been constructed with a contribution by Council of approx. $2.8 million, the State Government $1 million and the club $500,000. The rental proposed is $3,294 plus GST. The majority of maintenance will be the responsibility of Council, significantly reducing the burden on the club for maintenance. As a headline item the approximate increase of 1,370 percent appears significant, however that figure alone does not take into account the reduced maintenance obligation on the club. The overall costs to the club to occupy the facility will significantly reduce, as the club will no longer be responsible for the majority of the annual maintenance costs.
My concern about dangerous steps Why can’t building be on ground level just escavated We have aging population and so many more disabled like get out Many Ramps are actually impossible to use as too steep ,too long distance for walkers -wheelchairs etc Many disabled toilets with rails so narrow can’t even get walkers in Also disabled people hate those auto universal toilets as many lost dignity after pushing locked button but still been walked in on or locked Kids play on dangerous stairs
Thanks for your question. The Dendy Beach Pavilion was designed following extensive community and stakeholder engagement, and construction is currently underway. You can find out more about the pavilion plans here. This consultation is only in regard to a proposed lease to Brighton Life Saving Club for the use of the pavilion.
The club will retain any money received from the rental of the training area.
