Kindergartens play an important role in Bayside, giving children a place to learn, grow and begin their formal education. They also help families build connections and feel part of their local community.
With a growing population and increasing demand for early years services, we are seeking feedback from the community to better understand how local families use kindergartens, and what matters most to them.
Parents, carers, educators, and other community members are encouraged to share their experiences by completing the survey below.
Your insights will give us a clear picture of community needs and help shape Council’s future planning for early years services in Bayside.
Although Council does not directly provide kindergarten services, we are currently responsible for 14 community kindergarten facilities within the municipality.
Pressure on Council’s early years infrastructure has increased since the introduction of the Victorian Government’s Best Start, Best Life reforms, which seeks to increase the number of free kindergarten hours for 3 and 4-year-old children.
The Victorian Government’s Best Start Best Life reforms will be fully implemented by 2036. It is anticipated that the full implementation of the reforms will decrease kindergarten places within existing facilities by 25% to 30% and there will be a shortfall of kindergarten places across Bayside by 2036.
Council’s 14 community kindergarten facilities are increasingly unable to accommodate the growth, without significant financial investment.
Between 2024 and 2036, there is a predicted 19.1% growth in the population of 3-and 4-year-olds in Bayside, or around 400 children.
These population forecasts are also not inclusive of any Victorian Government initiatives such as the Suburban Rail Loop and Activity Centre catchments. The preliminary work completed for SRLA Community Infrastructure planning indicates that in the Cheltenham area, there will be demand for 2.2 additional x 3-room kindergarten facilities.
