Read about community feedback on the Lease and Licence Policy

At its February 2023 meeting, Council adopted a new Lease and Licence Policy following consideration of community feedback. Read the community engagement report.

Our Lease and Licence Policy guides how we make decisions about the leasing and licencing of Council owned or managed buildings and land.

The Policy is designed to ensure a consistent and fair approach for:

  • applying for a lease
  • assessing applications
  • setting key terms like rent and length of term, and
  • other administrative matters.

Updates and improvements to Policy sections include:

  • simplified standard application form for all new leases and licences
  • new mechanism for Group 3 tenants to apply for additional rental subsidies if community activities reduce their ability to generate revenue
  • clearer Community Agreement Criteria to assess applications to ensure building or land use provides optimal value to the Bayside community
  • applications for gaming licences will no longer be supported at any of Council’s leased or licensed facilities

There are no changes to standard rent calculations for Group 2 and 3 tenants.

Did you know?

  • Council is responsible for 351 building and facility assets with a current replacement value of over $294 million.

  • Council receives an annual rental income of $3.7 million from its leased and licensed assets

  • The Lease and Licence Policy is the document that guides Council’s decisions relating to leasing and licencing.

  • The last policy was completed in 2018 and is due for review.

  • Minor amendments have been made to improve clarity for key user groups who lease and licence from Council.
