What you told us

Supporting vibrant activity centres and outdoor trading was a key theme through the stage 1 consultation. Responses also focused on striking the balance between business activity and pedestrian safety, accessibility, parking, cleanliness and amenity.

Concerns about signs, displays, furniture, clutter, footpath congestion and activities that obstruct movement were raised, with traders wanting fair, transparent and supportive requirements to ensure trading is not made more difficult.


Our proposed response

The recommended amendments more clearly define rules around advertising signage, street furniture, trading activities, shopping trolleys, commercial filming and events, and incorporate the Footpath Trading Policy, and the Parklets Policy to help keep public spaces safe and accessible.

Key themes for proposed amendments

  • Prohibiting advertising signage that contains offensive or inappropriate content.
  • Including the Footpath Trading Policy and Parklets Policy as incorporated documents under the Local Law.
  • Requirement for shopping trolleys to be marked with trader details.
  • Introducing retailer responsibility for the management of their shopping trolleys.
  • New requirements for commercial filming to manage risk and amenity, and address permit requirements.
  • Redefining events and expanding to include circuses and carnivals. 
  • Providing exemption for social gatherings for up to 100 people (providing no infrastructure is being installed as part of the gathering).
