Our proposed response

Clauses that relate to ‘Waste and recycling’ include (pages 17 - 19 in the draft Community Local Law 2026):

24. Domestic waste

25. Hard waste collection

26. Trade and commercial waste

27. Bulk rubbish containers and shipping containers (i.e. on Council land)

Key themes for proposed amendments

  • Removing the existing provision that prohibits the removal of hard waste items from nature strips.
  • Introducing the requirement for waste to be deposited only in the approved bin to prevent contamination.
  • A reference to ‘designated material’, rather than a list of items that cannot be placed an approved bin (this also makes it easier to update, outside of Local Law).
  • Bins to be maintained and kept in a clean and inoffensive condition.
  • Defining hard waste and strengthening guidelines, including the placement of hard waste on the nature strip.
  • Domestic and trade waste not to be placed in street litter bins.
  • Updating provisions to regulate trade and commercial waste bins, providing guidance around keeping, emptying and placement (including times) in an effort to reduce the length of time placed on Council land.
