• Why are you consulting on this space?

• At the June 2022 Council Meeting, it was resolved that Council commence community engagement to determine the level of support for the closure of a section of Melrose Street and aspirations for the future use of the space, as well as the level of support to designate the underground carpark located at 122 Beach Road for trader parking only. This in response to a community petition that was received by Council.

• Has a traffic and/or parking assessment been completed?

• As part of this process, Council is undertaking traffic and parking surveys, and a traffic impact assessment to better understand the current use and potential traffic impacts of a closure of Melrose Street and a change in the designation of parking at 122 Beach Road, Sandringham.

• When will a decision be made?

• Both matters are required to be presented to Council at the 20 December 2022 Council meeting, where a decision will be made on whether to proceed with one or both of these ideas.

• When would the works commence if the road space is reallocated?

• At this stage, no works have been planned or scheduled. If the idea is supported by the community, then further engagement will take place on the concept plan before the project moves into delivery.

Melrose Street

• Which end of Melrose Street is being proposed to close?

• A section of Melrose Street, Sandringham, located to the west of Station Street, Sandringham and east of common boundary between 12 Melrose Street and 118-120 Beach Road (on the Station Street side of the car park at the Sandringham Hotel).

  The corner of Station Street would not be impacted by the proposal.

• How many on-street parking spaces will be lost in Melrose Street if the closure proceeds?

• Approximately 14 on-street parking spaces would be removed.

• What impact would this have on access to the Sandringham Hotel?

• There would be no change to parking or access to the Sandringham Hotel as part of this proposal, apart from the loss of direct vehicular access from Station Street via Melrose Street.

• What are the benefits of reallocating the road space in Melrose Street?

• Reallocation of road space in Melrose Street may create opportunity for improved local amenity and community connection, pedestrians and cyclist access and safety, reduction of urban heat island effect with the potential addition of green space, and increased foot traffic to businesses in the direct vicinity.

• What are the impacts of reallocating the road space in Melrose Street?

• The road closure, if supported, will have impacts on traffic flow and possible traffic congestion in the Sandringham Village shopping precinct. It will also result in a loss of approximately 14 existing on-street parking spaces.

• What will happen with the Melrose Street parklets if there is support for the closure of Melrose Street?

• The provision of parklets in this location will need to be assessed as part of the development of any concept design for the area.

• What policies will be in place to ensure that the space is not privatised/solely benefit business that directly face this section of Melrose Street?

• These issues will be considered at a future date once the outcome of this consultation and engagement process is finalised.

Trader parking

• Where is the carpark located?

• The Council owned carpark is located at 122 Beach Road, Sandringham and is accessed off the roundabout at the intersection of Bay Road and Station Street.

  This carpark has 36 car parking spaces currently restricted with 4-hour parking controls.

• Why will the underground car parking spaces be allocated to traders?

• The idea has been put forward following a Council resolution to investigate the level of support.

• How many customer parking spaces would be lost in the underground carpark?

• It may cause a loss of 36 customer parking spaces. However, there is the potential that this change if made, may free up more customer parking inside the shopping precinct as the need for trader parking will be better met.

• Who is considered a trader?

• Any trader operating within Sandringham Village would be eligible for the permit scheme.

• Would all traders be guaranteed a carparking space?

• No. The carpark that would be used for the scheme has 36 spaces available, meaning the carpark will not accommodate all trader parking demand.

• Is the permit available for business or property owners?

• At this stage, this level of detail has not been established and would need to be considered further by Council.

• Will there be costs associated with the permit for the underground parking?

• There may be costs associated with the permit scheme. However, as this is the first time a trader specific permit parking scheme has been explored, it will require further investigation to understand a preferred costing model prior to implementation.

Sandringham Village Masterplan

• What is happening with the Sandringham Village Masterplan adopted in March 2020?

• Council deferred the detail design phase of the Sandringham Village Streetscape project until 2025-26 at its 15 June 2021 meeting.

• What were the key features of the upgrades proposed by the Sandringham Village Masterplan?
• • A village square immediately in front of the Sandringham Train Station
  • Improved footpaths to allow for easier pedestrian movement
  • Attractive public spaces with furniture upgrades
  • Enhanced streetscapes with more trees and improved signage
  • Wider footpaths with street trees in Station Street.
• The Sandringham Village Masterplan included a village square on Station Street. Why are you proposing a road closure to support a similar concept in a different location?

• The Sandringham Village Masterplan included a village square on Station Street opposite the train station, which was supported by the community.

  The idea to close a section of Melrose Street has been presented to Council by some members of the community as an opportunity to consider. The purpose of this engagement is to test if there is support for this idea. The Sandringham Village Masterplan continues to remain the adopted concept for Sandringham following many years of development and engagement with the community.
