By creating attractions and enhancing facilities to the north (The Baths) and south (Green Point) of Dendy Beach, a 'strategic bookending' concept aims to encourage visitors to experience the whole precinct and reduce centralised congestion at the Bathing Boxes.

It also establishes a “journey” between Green Point and The Baths for tour operators to promote. Expanding parking at the north and south “ends” is key to this concept to ease traffic congestion and discourage parking in residential streets.


For over 140 years, the Brighton Baths has been an iconic epicentre for local recreation in bayside Melbourne. The Baths is one of only two remaining Sea Baths in Victoria and has evolved from a swim-club to an all-inclusive, lifestyle, wellbeing and fitness destination.

The St Kilda and Port Phillip area is a hub of nightlife, clubs, and bars. Although it hosts the St Kilda Baths, the demographic and attraction of The Baths is distinct to Bayside.

  • There is a clear opportunity to brand the foreshore as a hub for health and well-being, by enhancing The Baths’ core function.
  • By further uplifting the first landmark of Bayside as a hub for health and well-being, Council can look to develop alternatives to the restaurant style approach undertaken by Elwood Bathers and St Kilda Baths.
  • There is an opportunity to increase car and bus parking at the site (refer to section 7: Traffic Management)
  • This revitalisation will also assist in book-ending the Bathing Boxes, attracting visitors to other locations along the foreshore.


  • Creating a connection between The Baths and Dendy Pavilion would encourage tourists to take a ‘journey’ from The Baths car park to Green Point (refer next section).
  • The journey will encourage tourists away from The Esplanade, reduce interactions with trail users and improve safety.
  • Promoting the experience as a visitor journey will assist with tour operator collaboration, encourage drop-off points to the north (The Baths) and south (Green Point) of the Bathing Boxes. This will help to alleviate congestion at the Dendy Pavilion car park and surrounding residential streets.
  • Local commercial operators may also benefit with increased clientele and revenue opportunities.
  • Additional mobile vending sites, particularly during peak period, may also increase revenue opportunities from visitors. The implementation of these could be undertaken by the Baths and Dendy Pavilion café operators or the Council.

Green Point is a popular picnic and scenic outlook destination, particularly at sunset. By enhancing the area and installing a new viewing platform (and perhaps incorporating a photo opportunity frame on the deck) may further attract visitors.

  • Enhancing the area’s facilities may further encourage visitors to journey between The Baths to Green Point.
  • Increasing car and bus parking at the site (refer to section 7: Traffic Management) will help to manage the increased visitation.
  • Additional mobile vending opportunities during peak periods may also serve as a drawcard and generate visitor revenue.
