The plan proposes a series of operational practices to integrate local and visitor needs through improved waste management and area maintenance.

Key operational improvements include:

  • Restroom maintenance: regular cleaning, maintenance, and supply replenishment for public toilets, including prompt repairs and plumbing system inspections.
  • Waste management: strategic placement of waste bins, regular litter removal, waste collection, and promoting recycling and waste segregation, tourist waste initiatives, smart waste solutions and regular monitoring and auditing.
  • Picnic area upkeep: routine inspection and maintenance of picnic furniture, with environmental maintenance to ensure clean and hazard-free surroundings.
  • Visitor experience enhancement: maintenance of shelters, seating, and shade structures to improve comfort and safety.
  • Pathway and trail care: regular inspections to maintain surface integrity, mitigate tripping hazards, ensure sufficient lighting, and assess accessibility, with repairs conducted as required.
  • Beach cleaning: regular rubbish removal, management of seaweed and beach debris, periodic sand quality assessments, and erosion mitigation measures.

These initiatives aim to create an inclusive environment by enhancing physical access and wayfinding across the precinct for people with disabilities, mobility challenges, and diverse backgrounds. The plan explores opportunities including DDA-compliant ramps, signage upgrades and implementing additional safety and wellbeing initiatives.

Key accessibility improvements include:

  • Beach access: installing DDA-compliant ramps with gentler gradients and beach matting at Green Point and Dendy Beach, enhancing access for wheelchairs and strollers.
  • Navigational aids: regular maintenance of tactile ground surface indicators (TGSIs) at Brighton Beach and Dendy Beach and installing improved signage across the precinct to assist navigation for the visually impaired.
  • Safety enhancements: assessing and improving beach foreshore to reduce trip hazards and implementing traffic calming measures on The Esplanade to enhance pedestrian safety.
  • Information accessibility: introducing QR codes and pictograms on signage for non-English speakers to improve the experience for international tourists.
  • Night-time visibility: exploring environmentally and wildlife-friendly lighting, such as motion-sensor LED lights in all areas outside car parks, to improve safety and minimise light pollution.
  • Facility upgrades: improving seating (with back support and armrests) at Brighton Beach.

The plan aims to protect and enhance the natural surroundings. The comprehensive suite of initiatives includes beach clean-up programs and sustainable tourism certifications to encourage community involvement, wildlife protection, and eco-friendly practices.

Key Environment and Sustainability initiatives:


  • Beach and dune care: support community beach clean-up events, install clean-up stations, and work on dune restoration with local groups to protect indigenous vegetation and minimise disruption.
  • Marine and wildlife conservation: collaborate with volunteers and authorities to protect marine life, monitor water quality, and implement strategies for wildlife protection including responsible pet control and sensitive lighting.
  • Sustainable practices: advocate for plastic-free initiatives, introduce sustainable tourism certification for businesses, and host educational programs on conservation and sustainability.
  • Infrastructure and technology: invest in renewable energy initiative, such as solar panels, and develop green infrastructure like permeable parking surfaces and living walls to increase biodiversity.
  • Transportation and waste reduction: improve eco-friendly transportation options, offer electric vehicle charging stations, and enhance waste reduction practices with comprehensive recycling and compostable waste bins.
  • Community and climate action: engage the community through partnerships and volunteer programs, promote sustainable fishing and boating practices, and work on climate change adaptation measures with government support.
