Four of the recently announced activity centres are in Bayside.
The program will review existing planning controls in the core of each activity centre and within a 10-minute (approximately 800 metre) walkable catchment surrounding the core.

The expansion of the Activity Centres Program (ACP) follows the finalisation of the program’s pilot phase which reviewed planning controls in place at 10 activity centres across Melbourne, including the Moorabbin (Hampton East) Activity Centre. The planning controls for these centres were updated last month (April 2025) to enable the delivery of 60,000 new homes across the 10 centres.
Engaging with our community
There are two ways that you can have your say on the expanded Activity Centres Program before consultation closes on 15 June.
While we encourage you to provide a response through both platforms, please do so via the Engage Victoria platform first, as these responses are received directly by the Victorian Planning Authority and the Department of Transport and Planning, who are the lead agencies for this program.

Step 1 - Engage Victoria
Engage Victoria is the Victorian Government's online consultation platform. Access information on the Activity Centres Program and provide feedback directly to the Victorian Planning Authority via their survey.
The Victorian Government is also looking to establish Community Reference Groups to deliberate on community feedback and provide input to inform plans for the activity centres. You can also express your interest via the Engage Victoria site.

Moorabbin (Hampton East) Activity Centre
Throughout 2024, the Victorian government planned and consulted on the first 10 activity centres, which were part of the program’s pilot phase. The Moorabbin (Hampton East) Activity Centre, which is partly located within the city of Bayside, was one of 10 centres included in the pilot.
The VPA’s work on the pilot program is now complete. New planning controls for the Moorabbin (Hampton East) Activity Centre came into effect on 11 April 2025 through Amendment GC252 to the Bayside Planning Scheme.
Amendment GC252 implements the new planning controls to enable the delivery of more homes in activity centres, including:
- A Built Form Overlay (BFO1) is applied to land within the Activity Centre Zone (ACZ). This development control includes a range of outcomes and standards for building heights, setbacks, overshadowing, and wind impacts.
- A streamlined assessment process for applications in the land covered by the BFO1 complies with the applicable outcomes and standards. This ‘deemed to comply pathway’ will mean if a development proposal meets specific, predefined building height, street wall height, and setback requirements, it will automatically be deemed compliant with planning regulations and cannot be refused a permit.
- Rezoning residentially zoned land in the walkable catchment area around each activity centre to Housing Choice and Transport Zone (HCTZ1 and HCTZ2) to accommodate greater heights (up to 6 storeys) and, in turn, greater housing density. The catchments extend roughly 800m from the commercial core of each activity centre.
The new controls seek to facilitate the development of 60,000 new homes within 10 activity centres and their catchments by 2051.

Council’s advocacy on the Moorabbin (Hampton East) Activity Centre
The VPA, in partnership with the DTP, undertook engagement as part of the Activity Centres Program in March to May 2024 (‘Phase 1’) and August to September 2024 (‘Phase 2’) for the Moorabbin Activity Centre.
In addition to the Victorian Government’s community engagement on the Moorabbin Activity Centre, we undertook engagement with our community to inform our response. We received 167 responses to our online survey. Community feedback provided directly to Council was summarised and informed our advocacy and submission to the Victorian Government.
