The Victorian Government has released the second phase of consultation for the proposed expansion of their Activity Centres Program.
Four key precincts in Bayside have been identified by the Victorian Government for future housing growth and renewal as part of the expanded program. This includes:
It’s incredibly disappointing that media outlets were informed of the Victorian Government’s plans for Bayside Activity Centres before Council.
The Minister promised to work collaboratively after the lack of meaningful consultation during the Activity Centre pilot program. This has clearly not occurred.
Council will continue to advocate regarding any government changes that threaten to destroy the suburbs we love.
We are now assessing the information released by the Victorian Government and will provide more information for our community shortly.

The program will review existing planning controls in the core of each activity centre and within a 10-minute (approximately 800 metre) walkable catchment surrounding the core.
The expansion of the Activity Centres Program (ACP) follows the finalisation of the program’s pilot phase which reviewed planning controls in place at 10 activity centres across Melbourne, including the Moorabbin (Hampton East) Activity Centre. The planning controls for these centres were updated last month (April 2025) to enable the delivery of 60,000 new homes across the 10 centres.
The Victoria’s Housing Statement; The decade ahead 2024-2034 sets a target to build 800,000 homes in Victoria over the next decade. The Department of Transport and Planning (DTP) and Victorian Planning Authority (VPA) are working together to deliver the Activity Centres Program.
Moorabbin (Hampton East) Activity Centre
Throughout 2024, the Victorian government planned and consulted on the first 10 activity centres, which were part of the program’s pilot phase. The Moorabbin (Hampton East) Activity Centre, which is partly located within the city of Bayside, was one of 10 centres included in the pilot.
The VPA’s work on the pilot program is now complete. New planning controls for the Moorabbin (Hampton East) Activity Centre came into effect on 11 April 2025 through Amendment GC252 to the Bayside Planning Scheme.

The new controls seek to facilitate the development of 60,000 new homes within 10 activity centres and their catchments by 2051.

Council’s advocacy on the Moorabbin (Hampton East) Activity Centre
The VPA, in partnership with the DTP, undertook engagement as part of the Activity Centres Program in March to May 2024 (‘Phase 1’) and August to September 2024 (‘Phase 2’) for the Moorabbin Activity Centre.
In addition to the Victorian Government’s community engagement on the Moorabbin Activity Centre, we undertook engagement with our community to inform our response. We received 167 responses to our online survey. Community feedback provided directly to Council was summarised and informed our advocacy and submission to the Victorian Government.

Moorabbin Activity Centre Program - Community Engagement Report
Activity centres are hubs of activity where people live, work and play.
They are intended to be a focal point for activities such as business, shopping, working, housing, leisure, transport and community facilities and support sustainable urban outcomes that maximise the use of infrastructure and public transport.
Yes, we do. Council is supportive of housing growth in suitable areas and has a well-established strategic planning framework that directs and accommodates housing growth in activity centres whilst preserving neighbourhood character.
Extensive community engagement has helped shape structure plans for all Bayside’s major, neighbourhood and small activity centres.
DTP and the VPA have mapped ‘Planning Investigation Areas’ which identifies the areas that are likely to be subject to planning control changes through this Activity Centre Program.
Council encourages residents to view this mapping to understand whether their property may be affected.

The Activity Centre Program (ACP) and the Suburban Rail Loop (SRL) Program are both run by the Victorian Government, but by different departments. The ACP is run by the VPA and DTP, while the SRL program is run by the Suburban Rail Loop Authority (SRLA). They are two separate programs that apply to different land. Each program has its own process and will result in different changes to the planning controls.
Although the Activity Centres program and the SRL are separate programs, they both seek to increase the density of the land to which they apply. Both programs are proposed to introduce the Built Form Overlay (BFO) planning control to the land to which it applies. The BFO will outline the development outcomes for the land, including building heights, setbacks, landscaping requirements and the like.

Council’s survey seeking community feedback is separate to the Victorian Government’s formal consultation process.
Feedback received through the Council survey will be summarised into a report to provide a snapshot of the community’s views. This report will form part of Council’s submission to the Victorian Government.
