Bayside Netball Centre

Project objective

To build new netball facilities to meet growing demand as documented in the Active by the Bay Recreation Strategy 2013-2022

Project impacts

The Netball Centre will be developed wholly on the school site. This consultation focuses specifically on the impacts on nearby residents, including traffic throughout the local area; parking arrangements and restrictions; pedestrian movement; light spill relating to evening gameplay; and noise related to gameplay.

What information do we need from the community?

We want to know if the nearby residents and users of the site including the school and communities support the proposed mitigations to project impacts and if they have any unmet requirements for consideration.

The future of the current netball facility site at Thomas Street and previous proposed location at Wangara Road are not included within this project.

What can the community influence?

The community can provide feedback on the proposed design and mitigations for noise; lighting; traffic and pedestrian movement; and as well as carparking and landscaping separate to the school site.

What can’t the community influence?

    This stakeholder assessment is a generalised understanding of sections of the community that have a connection to the project or matter. This information is used to understand the types of tools and techniques that will achieve the strongest and most effective outcomes for engagement and communication.

    The current phase of public engagement is specifically targeted to neighbouring residents and users of the site including the school and netball communities.

    Engagement regarding the design of the facility is being undertaken separately with the facility management: Victorian School Building Authority, Sandringham Secondary College and Sandringham District Netball Association.

    The tools and techniques selected for this project are informed by the project content, stakeholders and type of feedback sought.

    The impact of COVID-19 restricts our ability for face-to-face communication, as well as slower distribution of mail.

    Key tools to communicate the project:

    Decision making process

    The design of the site and surrounding area is being informed by:

    • Requirements of the Victorian School Building Authority and the School
    • Technical requirements and standards for Netball, including lighting and noise
    • Management and maintenance agreements between Council, School and Netball Association
    • Technical advice through the Traffic Management Plan
    • Landscape and Street Tree Policies
    • Community feedback from the public engagement

    A report providing an update on progress will be provided to Council in December 2020.

    In first half of 2021, Council will review the plans and endorse the Community Joint Use Agreement ahead of construction.
