Update on Bayside Netball Centre

A report is included in the Ordinary Meeting of Council Agenda on 15 September 2020, regarding the future of Bayside’s netball centre. The report details a proposal to enter into a Development Agreement with the Victorian School Building Authority (VSBA) to jointly fund new sports facilities at Sandringham College, Holloway Road campus.

The proposal includes building two indoor sporting (netball) courts, nine outdoor sporting (netball) courts and an outdoor sporting surface at the school. Based on the development opportunity at Sandringham College proceeding, the report includes a proposal to not proceed with the previous site proposed for netball facilities at Wangara Road, Sandringham and that the future use of this reserve could be considered through a master planning process.

The proposal to construct the netball centre at the College provides an opportunity for Council to co-invest in community sporting facilities at a site approximately 200 metres from the originally proposed Wangara Road site.

The Wangara Road site is a previous landfill that presents some obstacles and challenges for the construction of the proposed netball facility. The need for extensive construction repair requirements has resulted in significant cost escalations and as result the current budget has escalated to $24.6 million.

The new agreement will see Bayside invest a preliminary estimate of $15 million, to complement the Victorian Government’s $10 million funding towards music and sports facilities at the College as part of its $2.7 billion Building Works package. Representing anticipated savings to Council of almost $10 million.

Under the agreement, the VSBA intend to finalise design for this project in late October 2020 and commence construction in mid-2021.

Council has engaged an Environmental Protection Authority (EPA) approved auditor who will continue to work on a 12-month site audit (as approved by the EPA) at the Wangara Road site. The audit will examine possible site issues and constraints before Council commences the master planning process.

Recommendations to Council:

That Council:

  • enters into a Development Agreement with the Victorian School Building Authority with in principle support for the project provided by the State Government for the establishment of two indoor sporting courts, nine outdoor sporting courts and an outdoor sporting surface at the Sandringham College, Holloway Road campus, with a funding contribution of up to $15 million and approves the Chief Executive Officer to sign this agreement;
  • negotiates a Community Joint Use Agreement for the project and submits this draft agreement to a future Council meeting;
  • works with the Victorian School Building Authority to implement a communication and engagement plan with a focus on ensuring localised impacts from traffic, light spill, parking and noise are minimised; and
  • notes that if this project proceeds that the Wangara Road, Netball Centre project would not take place.
