Project objective

We want to understand cycling behaviours in Bayside so we can support zero-carbon transport options through improved cycling infrastructure in shopping and dining precincts.

Understanding where community members need and want bicycle parking within major activity centres will help us to develop a multi-criteria assessment tool that will be used to determine the best locations for bicycle parking within Black Rock, Hampton Street, Beaumaris Concourse, Highett and Sandringham activity centres.

What information do we need from the community?

We want to know where the most desirable locations are for bicycle parking in major activity centres. Feedback gathered through engagement will also help us to gain a greater understanding of cycling behaviours in Bayside, and how Council can support more cycling trips.

Selected tools and techniques

The tools and techniques selected for this project are informed by the project content, stakeholders and type of feedback sought. The impact of COVID-19 may restrict our ability for face-to-face communication, as well as slower distribution of printed mail.

Key tools for communicating the project

  • direct email to Have Your Say subscribers and key stakeholder groups
  • postcards distributed to bicycle shops, cafes, Bayside libraries, and Bayside City Council Corporate Centre promoting HYS consultation
  • website news stories and This Week in Bayside e-newsletter
  • advertising via social media, including sponsored posts
  • Let’s Talk Bayside magazine.

Key methods for gathering feedback

  • online engagement through Have Your Say, including opportunity to ask questions, as well as provide feedback and a social map tool to enable participants to ‘drop a pin’ and comment on the proposed location of bicycle parking sites.
  • meetings with key stakeholder groups ie. Trader Associations, Ladies back on bikes
  • surveys in accessible formats available on request and from Corporate Centre and libraries.

Decision-making process

Transport Planning and Placemaker officers will consider the results of community engagement and develop the multi-criteria tool to determine preferred locations for bicycle parking. Traders, nearby residents and project subscribers will receive notification of confirmed locations and planned works in advance.

Other information which will be used to inform decision making includes relevant standards and guidelines (i.e. Australian Standards, AustRoads Guidelines)
