We're seeking feedback on a proposed new lease to Carmac Holdings Pty Ltd ATF Tim McKimm Family Trust (Tenant) for the occupation of the land known as Royal Avenue Tennis Centre (RATC), Sandringham.

The Tenant has operated and resided at the site since 2008 and was the successful applicant to an Expression of Interest campaign in late 2011 which resulted in the grant of a lease. The current lease term commenced 1 April 2012 for a ten-year term which expired on 30 March 2022. The current rent for the site is $100,226.66 per annum (plus GST).

The Tenant has proposed a new lease with a term of 9 years and 9 months with a commencing rent of $115,000 plus GST per annum, as determined by an independent Market Rent assessment.

The RATC is located within the Royal Avenue Parkland which accommodates the Bayside City Council Corporate Centre, car parking and open space including playgrounds and skate bowl. The site is approximately 9,700 square meters with 14 clay courts and the Tenant has occupation and use of the clubhouse comprising 2 single level timber building incorporating, office, café, toilets and change room, and a caretaker’s residence.

Historically the Tenant has enjoyed strong community support with Council receiving a petition with over 1000 signatures from players, in support of the grant of the previous lease during the 2011 EOI. The club also upgraded the lighting on 6 courts in July 2025 after their successful application for a $150,000 Community Sport and Recreation Projects Fund grant.

Membership, programs and participation

The club has an active membership and is consistently occupied throughout the week.
  • Children’s Coaching Program

    372 children with additional school holiday programs.

  • Women’s Cardio Tennis

    75 women attending weekly programs

  • Women’s Competition

    150 players (21 teams) - one of the biggest competitions in the Bayside region.

  • Junior Competition

    Current junior competition participation is 15 teams.

  • Permitted use

    Public tennis facility and associated activities.

  • Commencing annual rental

    $115,000 plus GST. Rent escalation at CPI per annum.


  • Term

    9 years and 9 months.

  • Investment

    Up to $529,450 of investment over the duration of the lease will substantially improve the user experience, while also being sympathetic to surrounding parkland and timber buildings.

  • Maintenance

    The Tenant will assume responsibility for maintenance in accordance with the terms of the proposed lease.
