Community feedback received indicated support for:

Enforcement

  • What you told us

    Many community members expressed mixed views about current enforcement practices. While around 40% saw enforcement as moderately effective, a similar proportion were dissatisfied or unsure. Both surveys and pop-ups showed strongest support for an offence-based approach — warnings or education for minor issues, with fines applied where safety or repeated breaches are involved.

  • Next steps

    Council will use this feedback to refine its compliance approach, ensuring that enforcement is fair, consistent, and focused on behaviours that create the greatest risks to community safety, amenity, or the environment.

Signage

  • What you told us

    Most participants found current signage clear, but many suggested improvements to visibility, simplicity, and consistency across locations. Option A signage was the most preferred design across both survey and pop-up settings. QR codes received mixed reactions, with some support but many indicating they would not use them.

  • Next steps

    Council will apply these insights to update and standardise signage across the municipality, prioritising clarity, placement, and design that makes rules easily understood by all park and beach users.

Education

  • What you told us

    Responsible pet ownership was widely supported, with priorities including cleaning up dog waste, understanding leash rules, training and behaviour support, and awareness of cat curfews. Participants also suggested targeted campaigns in schools and community settings.

    Council will continue to invest in education campaigns, with a focus on practical, high-impact topics that build awareness of responsibilities and foster respectful sharing of public spaces.

Dog Walkers and Animal Businesses

  • What you told us

    Most participants reported few or no issues caused by professional dog walkers. Where concerns were raised, these related to group size, lack of control, or failure to collect waste.

  • Next Steps

    Council will use this feedback to consider whether existing limits and regulations are sufficient, while continuing to monitor professional walking activity in local parks.

Additional concerns

  • What you told us

    Community members frequently called for stronger enforcement of waste collection and off-leash compliance, as well as improved facilities such as bins, bag dispensers, fenced areas, and water points. Views on cat management remained divided, with some seeking tighter rules and others opposing further restrictions.

  • Next steps

    Council will incorporate these perspectives into broader animal management planning, balancing enforcement with investment in facilities and continuing to monitor community attitudes on cat management.
