Update on Domestic Animal Management Plan

A draft Domestic Animal Management Plan 2026 – 2029 (DAMP) has been developed in response to community feedback gathered earlier this year. This will be discussed at the Council meeting on 29 July 2025. Read the agenda.

We’ll be seeking your feedback on the draft DAMP in August and September to ensure we’ve got it right. Following this second phase of community engagement, Council will consider any changes needed to the draft DAMP before adopting this new four-year plan later this year.

Beach restrictions

Following earlier reports and ‘Fetching Feedback’ community sessions, Council will also consider proposed changes to beach restrictions at its 19 August meeting as part of the adopted DAMP 2022-2026. There are some changes proposed within Ricketts Point Marine Sanctuary to create two clear zones: giving greater off-leash access in the northern section and enhancing environmental protection in the southern section by strengthening restrictions.

Outside of the Marine Sanctuary, Council is proposing an earlier start time (7pm – 10am) for off-leash access in summer, consistent across all Bayside beaches, except Hampton Beach. There are no changes proposed to the 3 existing year-round off-leash beaches.

The proposed changes would create just two areas along Bayside’s 17km coastline – Hampton Beach and the southern section of Ricketts Point Marine Sanctuary – where dogs will be prohibited at all times during summer. Both of these areas are situated near 24/7 permanent off-leash dog beaches.

Expected project timeline

  • September: Fetching Feedback group review draft DAMP
  • September – October: Analysis of community feedback and Fetching Feedback group review and amend draft DAMP, if required
  • 18 November: Council to consider adopting new Domestic Animal Management Plan 2025 – 2029
