Project objective

We’re seeking feedback on Council’s intention to provide a new lease for the Black Rock Life Saving Club in Beach Park at Black Rock to the Black Rock Life Saving Club Inc. (BRLSC) for a commencement rent of $403 plus GST in addition to a maintenance contribution of $2,781 plus GST for a total commencing annual payment to Council of $3,184 plus GST and to meet the requirements of S115 of the LGA 2020

Project impacts

This community engagement program will only consider feedback from the community on the lease for the Life Saving Club. It does not include the design nor construction of the new Life Saving Club. Find out more about the Black Rock Life Saving Club project.

Social and community impacts

  • Life Saving activities are an essential emergency service for Bayside which has a significant coastline.
  • The new life saving club building will ensure that Club members can continue to train in appropriate spaces indoors, store vital equipment and will also provide multi-purpose accommodation for broader social and community uses.
  • BRLSC is a volunteer, not-for-profit, emergency service providing free patrolling and other community services to the BCC community. The Bayside community benefits from BRLSC from the Black Rock beach being patrolled, first aid and 24/7 emergency response call outs, and the community programs that the Club conducts for all ages, including member development and physical training. Some local community groups currently have free access to the existing BRLSC building, and BRLSC plans to extend this access with the new building, including for local swimmers etc.
  • BRLSC have committed to providing an online booking system to allow community groups to see when the multipurpose space is available for general community use. This includes publishing fees and charges for such use. The club is committed to maximising the utilisation under the proposed lease agreement.
  • As the pavilion has been purpose built as a Life Saving Club, if this particular lease proposal does not proceed, Council will negotiate a new proposal with BRLSC for the use of the building.

Financial impacts

  • The entire redevelopment of the project totals $5.650M (including public realm costs). The leased premises element will be $3.636M.
  • BRLSC will have paid a capital contribution to Council of $250,000 when it takes possession of the premises, plus a further $150,000 towards the fit-out of the premises.
  • BRLSC have committed to providing an online booking system to allow community groups to see when the multipurpose space is available for general community use. We’re inviting feedback on the proposed decision to provide a new lease to Black Rock Life Saving Club Inc (BRLSC) for the use of Council property on the Beach Park, Black Rock site for a period of 21 years.

The engagement is designed in accordance with Council’s Community and Stakeholder Engagement Policy 2021 and Section 115 of the Local Government Act 2020,
