Thank you to everyone who participated in our community engagement on the proposed lease to Brighton Life Saving Club Inc. (BLSC) for the occupation of part of the new Dendy Street Beach Pavilion.

Between 21 September – 12 October 2022, we heard from 58 community members via online survey and email about their views on this proposed lease.

Support and concerns:

Community feedback showed 60% of respondents were supportive of a lease being granted to Brighton Life Saving Club.

Common reasons for support included the club providing an essential/emergency service to the community, and general support for BLSC was also prevalent in responses.

There was also mixed sentiment regarding specific elements of the proposed lease. Common concerns included the rental amount being too high, length of the lease being too short, and that life saving clubs should be considered as not-for-profit (Group 2) and recognised for the emergency volunteer services they provide.

What we’re doing:

Council officers are recommending that the lease proceed on the basis that:

  • the findings of the community engagement program were positive
  • the commencing rent was calculated in accordance with Council’s Lease and Licence Policy 2018
  • the issues that were raised, such as public access to the building, will be managed through the agreed terms of the lease.

Next steps:

Council will consider a report on community feedback and a Heads of Agreement Lease for Brighton Life Saving Club Inc. for the occupation of part of the new Dendy Street Beach Pavilion at its December meeting.
