Local law to remain unchanged at Holloway Beach

At its September 16 2025 meeting, Council decided to not to proceed with the implementation of an alcohol ban at Holloway Beach.

It was moved that Council:

  • notes the recent community engagement consultation on the proposed introduction of an alcohol ban at Holloway Beach
  • acknowledges that the majority of the community feedback received does not support the introduction of an alcohol ban
  • resolves not to proceed with the implementation of an alcohol ban at this time at Holloway beach
  • instructs Officers to continue to monitor alcohol-related issues and the protection of the community’s amenity protection in partnership with Victoria Police
  • internal teams to work collaboratively to monitor the foreshore and ensure our foreshore is cleaned efficiently and effectively should issues arise.

Current Local Law provisions require:

  • event organisers obtain a permit to hold an event within a municipal reserve (including the foreshore)
  • prohibited use of amplifiers, musical equipment, public address systems and sound broadcasting equipment (other than as part of an approved permitted use) that may interfere with the use and enjoyment of any other person in the municipal reserve
  • no alcohol consumption (in any municipal reserve) between sunset and sunrise.
