What you told us about the proposed alcohol restrictions at Holoway Beach

Between 3 June – July 1, 2025, we consulted with the community about the level of agreement for the proposal and the reasoning for support, opposition or neutrality for the proposed ban.

More than 560 community members visited the Have Your Say project webpage, and we received 223 contributions from 215 individuals.

Feedback gathered through the consultation included:

  • 222 online survey contributions
  • 1 question posted on the HYS question and answer forum
  • 4 written statements
  • 1 direct phone call to Council Officers

Key findings

Most consultation participants did not support the proposal to permanently ban alcohol consumption and possession in unsealed containers at Holloway Beach:

  • 62.61% (139) opposed the proposal
  • 33.79% (75) supported the proposal
  • 3.6% (8) were unsure

Most respondents 74.78% (166) live within 3kms of Holloway Beach, with 92.31% (204) being Bayside residents.

Overall, the major themes identified opposing the proposal included existing laws are sufficient, alcohol is typically consumed responsibly at Holloway Beach, a lack of evidence of the problem, and enforcement.

Themes identified supporting the proposal included environmental impact and protection, safety, anti-social behaviour, and high use of area by families and children.

Of the 222 online survey respondents, 95.92% of those who provided a response reported that it was very or mostly easy to find and understand the information they needed to provide feedback for the proposed alcohol ban. 1.36% of respondents reported the information was mostly hard or very hard to find and understand, and the remaining 2.71% reported they were unsure.
