Bayside City Council has resolved to build Stage 1 and 2 concurrently of the $21 million new Bayside netball centre in Wangara Road, Sandringham. The change to include the indoor courts follows the Federal government’s $4.7 million commitment earlier this year to partially fund the construction of the indoor courts. Council committed to allocate additional funding of $2.677m to complete this stage in the 2020/21 budget.

Stage 1

  • 9 outdoor netball courts with match lighting
  • 2 indoor courts
  • Pavilion facility including toilets, change rooms, administration area, canteen, storage etc.
  • Parking, planting and landscaping
  • $11.3 million fully funded by Bayside City Council.

Stage 2

  • 1 additional indoor courts and 6 additional outdoor courts.
  • Council and Sandringham District Netball Association are seeking contributions from the State and Federal Governments to fund this stage to allow Council to proceed construction in the future.

Bayside’s netball player numbers have increased significantly in recent years, with only seven suitable courts available across the municipality. As a result, many of our 2,700 players are missing out.

Council is committed to providing appropriate facilities to encourage an active community and to addressing historical underinvestment in netball.

In April 2017, Council resolved to build a new Bayside Netball Centre in Wangara Road. This followed consideration of ten potential sites across the municipality.

A Project Reference Group for netball was formed in early 2017 with representatives from the Sandringham District Netball Association and Council officers to identify potential locations for the expansion of netball in Bayside.

The current site of the Sandringham Golf Driving Range in Wangara Road, Sandringham was endorsed as the preferred site for a new Bayside Netball Centre at the August 2017 Council Meeting.


Our landscape and urban design consultants have prepared very early layout plans setting out two possible locations for the indoor and outdoor courts, parking and other facilities.

We have also now completed end of lease negotiations with the current tenants of the Driving Range. The negotiations with the lessee are commercial in confidence.

This area is a former landfill quarry site, with a large drain running through the proposed location. To determine the suitability of the site Council has undertaken extensive investigations including, traffic assessments, geo technical tests to determine the depth of the quarry and its stability, identify possible soil contamination and vapour testing and groundwater flows.

The test results confirm the site is suitable for the construction of the new netball centre and the project can proceed to the next stage.

We have completed site testing including the vapour assessment results (a copy has been supplied to the EPA for consideration) and a floodlighting intrusive lighting report. We are undertaking environmental impact investigations at the site and will also develop a plan for managing identified soil contamination to ensure any works comply with relevant Environmental Protection Authority (EPA) Victoria regulations.

The planning application for the proposed Bayside Netball Centre has now been advertised. The plans support the first stage of development and provision for future expansion (stage 2) at the former site of the Sandringham Golf Driving Range in Wangara Road.
