Thank you to the more than 400 community members who participated in the first stage of community consultation to help shape the draft masterplan for 20 Wangara Road.

Between 29 November 2023 and 28 February 2024, more than 3,800 community members visited the project webpage, providing over 300 suggestions.

There was a very strong community sentiment to use the land for both passive and active recreation.

The top 5 ideas supported* were:

Discussions, meetings and direct submissions were in alignment with overall online survey feedback with key themes including dog on/off leash areas, mountain biking, active recreation and exercise areas, vegetation and habitat, and community gathering spaces.

What we’re doing

We’re currently drafting the masterplan aligned to the feasible community ideas and the site’s Rehabilitation Plan, and we’re working with the Environmental Protection Authority (EPA) to rehabilitate the site for future community use.

The draft Masterplan will be available to share and open for community feedback in May 2024.

These community supported ideas which are consistent with the Rehabilitation Plan are expected to be included in the draft Masterplan.


The Wangara Road site lacks both the space and elevations to create a suitable mountain biking track.

While the banks of Wangara Road are steep, they are narrow and linier and lined with mature trees.

The perimeter loop is than 800m in length and the possibility of creating a loop is limited due to existing buildings and banks of the landfill.

However, in response to community support, the draft masterplan is expected to incorporate a natural path network for walkers, joggers and cyclists of all abilities.

We heard strong community support for more active recreation facilities at the site, including sports courts for pickleball, basketball or volleyball, as well as all-weather sports grounds.

However, under the current rehabilitation plan, this infrastructure can’t be constructed as the surface needs to remain permeable and digging for foundations isn’t permitted.

However, there may be opportunities to create a small area for active recreation facilities by reusing the existing hard standing on site, such as the previous driving range bays. This is being explored by Council officers in collaboration with technical consultants and the EPA.

Next steps

Council will consider community feedback from phase 1 community engagement and progress to date on the draft 20 Wangara Road Masterplan at its meeting on 23 April.

Following this, we’ll be seeking community feedback on the draft masterplan in May to further develop feasible community ideas and refine the draft plan.
