Council roads and footpaths will become damaged over time either through usage, exposure to the natural environment, or impact caused by other services.

When the damage reaches a specific measurable extent or ‘intervention level’, Council inspectors record it as a defect and schedule repair works. If left unchecked, the defect may cause greater asset failure or a hazard to users of the road or footpath.

The intervention level will vary depending on the type of asset, the material the asset is constructed from, and the criticality of the asset.

Maintenance issues are identified through proactive inspections and reactive inspections.

A proactive inspection is where Council contractors periodically inspect each road and footpath on a schedule. Any defects found are scheduled for repair works. The frequency of proactive inspections is shown in Attachment 2 of the Plan.

A reactive inspection results where a member of the public reports a damaged asset to Council. An asset inspector will then inspect and confirm the defect, and schedule repair works.

Reduce the threshold at which Council will repair defects in concrete and brick ‘high use’ pedestrian footpaths from 25mm to 20mm

• High use paths would include activity centres, schools, some medical centres, senior citizens and maternal and child health facilities.
• The proposed change would mean that potential hazards (such as displacements and potholes) would be repaired earlier in these high-use footpaths.

Introduce a new and distinct method for measuring defects in asphalt paths

• Based on the total vertical change over a 1.2m length

Adopt a new format for the Road Management Plan

• The Municipal Association of Victoria (MAV) has recently provided local governments with a recommended template to improve consistency across local government road authorities.
