Project objective
The Bayside Road Management Plan outlines the process to ensure Council's roads, bridges, kerbs, and roadside footpaths are safe and in good condition. As required under the Road Management Act 2004, we’re required to review our Road Management Plan following the election of a new Council every 4 years.
We’ve reviewed Council’s existing service standards and drafted a renewed Road Management Plan. We’re seeking community feedback on the draft plan before presenting it to Council for adoption in May 2025.
Project impacts
The Road Management Plan specifies the road management systems, maintenance standards, and response times we use to maintain local roads and footpaths.
Managing the road and footpath network requires a balanced approach between service costs and maintenance quality. Faster response times, and higher maintenance standards will generally attract higher costs. Priorities must be balanced with considerations for safety, impact of further damage to the asset/ property, and other competing Council issues.
What information do we need from the community?
The 4-week community engagement program will gather feedback through an online survey.
The consultation will seek feedback on:
- How frequently Council should inspect Council owned assets
- When damage should be scheduled for repair
- How quickly repairs should be completed.
Community feedback on the draft plan will help to finalise the draft before it is presented to Council for endorsement.
What can the community influence?
- How frequently we inspect our assets (proactive inspection frequency).
- When Council considers damage as a defect and repair it (defect intervention level).
- The response times between when a defect is identified to when it is fixed.
What can’t the community influence?
- The requirement to have a Road Management Plan in accordance with the Road Management Act 2004 and reviewed within six months of a new Council being sworn in.
- The duration of the Plan (approximately 4-years).
- The roads to which the Plan applies
- The footpaths to which the Plan applies

Decision making process
We’ll engage the community in a 4-week campaign to gather feedback on the draft plan. Feedback will help to inform amendments to the draft before being presented to Council for endorsement.
It is expected that Council will consider the plan at the 20 May 2025 meeting.
Meeting agendas are published one week prior to scheduled meetings. Interested community members can make a submission or request to speak at a meeting in relation to this project.
