Road Management Plan review 2021

Project objective

The 2021 review of the current Road Management Plan will put forward suggested changes for community consultation before consideration by Council.

Project impacts

Council's Road Management Plan outlines the system for making sure our local roads, kerbs, footpaths and bridges are safe and in good condition. The Bayside Road Management Plan must be reviewed every four years as required under the Road Management Act 2004. The Road Management Plan sets Council’s road management practices and is reviewed following the election of a new Council. A new Council was elected in October 2020.

This process requires a review of current service standards and may include a period of community consultation, before being presented to Council for adoption.

What information do we need from the community?

We are seeking community feedback on the proposed changes to the Road Management Plan as part of the 2021 review.

What can the community influence?

  • proposed new laneways (Register of Public Roads).

What can't the community influence?

  • core legislation and responsibilities outlined in the Road Management Act 2004
  • list of roads already included in the Register of Public Roads (these have already been adopted)
  • existing Council policies/plans referred to in this document (these are not currently under review as part of this process)
  • responsibility/standards for non-Council assets (matters for other organisations)
  • inspection frequencies (contractual matter).

The tools and techniques selected for this project are informed by the project content, stakeholders and type of feedback sought.

Key tools for communicating the project

  • email notification to Have Your Say members
  • Council's website and e-newsletter This Week in Bayside
  • social media, especially sponsored posts to increase audience reach
  • direct emails and/or addressed mail to key stakeholder groups
  • advertisement in the Government Gazette.

Key methods for gathering feedback

  • online engagement through Have Your Say, including opportunity to ask questions, as well as provide feedback
  • phone, post and email correspondence to nominated project representative
  • printed survey and consultation materials available on request.

Project timeline

Decision making process

It is expected that Council will to consider the results of the community engagement program and draft Road Management Plan at 6.30pm on 15 June 2021 at the Council Meeting. The agenda, including the community engagement report and Council officer's recommendation in relation to the Road Management Plan, will be published on 10 June 2021 via Council's website. Project subscribers will also be notified of the results of the engagement program and the final proposed Road Management Plan at this time.

The 15 June 2021 Meeting of Council will be live-streamed via Council’s website. Community members can also ask a question or request to be heard at this meeting.
