Project objective
To build a new public toilet at Black Rock foreshore as outlined in the Black Rock Foreshore Masterplan.
Project impacts
The existing public toilet facilities do not meet today’s standards for Disability Discrimination Act (DDA) or Crime Prevention Through Environmental Design (CPTED), are not suitable for renovation and need replacing. The project needs to minimise impact to the environment, cultural heritage and views to the clocktower, sculpture and bay.
What information do we need from the community?
We want to know if the nearby residents, businesses and users of the foreshore support the location for the new toilet facility as recommended in the independent consultant’s report.
What can the community influence?
The community can provide feedback on the proposed location.
What can’t the community influence?
Design of the new public toilet.

The current phase of public engagement is specifically targeted to neighbouring residents, businesses, playground users, beach goers, walkers, cyclists, local environmental groups and the Black Rock Life Saving Club.

The impact of COVID-19 restricts our ability for face-to-face communication, as well as slower distribution of mail.

Decision making process
The design of the site and surrounding area is being informed by:
- Black Rock Foreshore Masterplan
- Bayside Planning Scheme
- technical requirements and standards for public toilets, including Disability Discrimination Act and Crime Prevention Through Environmental Design
- cultural heritage considerations and approval
- impact on local environment/tree protection
- community feedback from the public engagement.
The decision about the location will be published on the Have Your Say website. Community members who have subscribed to the project via Council’s Have your Say page, or requested to be updated, will receive a notification of the outcome within one week of the decision being made.
