In conjunction with the draft Black Rock Village Streetscape Masterplan we would also like to inform residents about a new public toilet planned for construction by the playground in the foreshore reserve.

The toilet block will be more visible, accessible, and feel safer for users of the playground and Bay Trail.

Consultation has already been undertaken on the new toilet as part of the Black Rock Foreshore Masterplan. The masterplan is available to view via Council's website.


Update on the location of the Black Rock foreshore public toilet

We are reconsidering the location of the new Black Rock foreshore public toilet in response to community feedback. There is community support for a new toilet block to improve public safety and provide all abilities access but not at the selected location, which is adjacent to the Bay Trail and visible from Beach Road.

Safety and all abilities access are prioritised when designing public toilet facilities, and we also consider minimising impact on trees and vegetation and proximity to public facilities including playgrounds and picnic areas.

The location of the new public toilet was selected to achieve high visibility, proximity to the playground and Bay Trail, and meet safety design standards which help to discourage vandalism and undesirable behaviour and improve public safety.

While this location was preferred from a public safety perspective, we acknowledge it may detract from the view of the distinctive clock tower and foreshore, as observed from the Black Rock shopping precinct.

Bayside City Council has entered the election period in the lead-up to local Council elections on Saturday 24 October. To comply with the Local Government Act and our Election Period Policy, we will seek feedback from the community on alternate location(s) in November.

Council is replacing the two toilet blocks (one male and one female block) located between the Black Rock Life Saving Club and playground with one building that will accommodate all abilities access.

The move will also provide a facility closer to the playground area, sealed all ability access from B16 Carpark and clear visual links for visitors on the Bay Trail.

The upgrade is identified as one of the top priorities in the Bayside Public Toilet Strategy (2012). Consultation was undertaken on the location and type of facility in 2016 as part of the Black Rock Foreshore Masterplan. You can read more about the consultation here.

The new facility will contain three cubicles (male, female and all ability) and a water bottle refilling station.

It is anticipated that construction will commence in 2020.
