Our small shopping strips provide daily conveniences, local employment and services. They are the places where you might pick up your milk and bread, see the hairdresser or dentist or grab a coffee with a friend.

In September 2013 and March 2014 Council received feedback on the 33 areas defined as a small neighbourhood activity centres.

Consultation is now complete and staff and busy compiling these feedback to take back to Council.

March 2014 BRIGHTON EAST - Nepean Highway and Union Street

Council has identified another small neighbourhood activity centre that requires design guidelines. Guidelines are now available for the area south of Milroy Street, East Brighton abutting Nepean Highway.

September 2013 - Your Local Shops

Our small shopping strips provide daily conveniences, local employment and services. They are the places where you might pick up your milk and bread, see the hairdresser or dentist or grab a coffee with a friend.

There are 32 of these type of local shopping areas in Bayside, ranging from just a few shops or offices to over 10 but they do not include the larger centres.

To ensure these small shopping strips continue to thrive into the future, a number of changes are being proposed by a draft Bayside Small Activity Centres Strategy.

There are three types of proposed changes for each of these centres, these are:

1. Role of the Centre. Currently there is no clear classification for these centres, the draft Strategy outlines three possible roles:

  • Small Neighbourhood Activity Centres
  • Small Commercial Activity Centre (Mixed Use)
  • Small Commercial Activity Centre (Highway Oriented)

2. Shop Top Housing Heights. These are generally 2 storeys (up to 9 metres) and the majority are set to remain at that height. There are however 13 centres where we proposing increasing heights to 3 storeys (up to 11 metres) and 2 centres where we are proposing increasing heights to 4 storeys (up to 13.5 metres). These are located on the Nepean Highway.

3. Zonings. Majority of the centres are currently zoned Commercial 1 Zone (C1Z) and will remain that way. Some will remain as Mixed Use Zone (MUZ) and it proposed some or some specific sites might change to or from Commercial 1 Zone, Mixed Use Zone, Residential 1 Zone or Neighbourhood Residential Zone.

Under the proposed changes, to help maintain the appeal of the street for pedestrians and encourage a feeling of people being around, it is proposed that in Small Neighbourhood Activity Centres at least 80% of shops on the centre's main street will be required to have 'active frontages'. This means being able to see into the building from the street. Should a new development be proposed on the main street of the centre that does not provide views into its ground floor, it may not be supported if it means less than 80% of the street has ‘active frontages’.
